Very good questions, thought provoking.

If you read the bible, the devil is present from Genesis thru Revelation. It’s a challenge to find a chapter where his fingerprints aren’t on someone or something. He doesn’t seem to be locked up in Hades.

I like your question because we just read in Luke the parable of the Rich Man and Lazarus where Jesus states that “…a great chasm is established to prevent anyone from crossing who might wish to go from our side to yours or from your side to ours.” So, then, how is it the devil can roam and patrol the earth? Hmmm, seems like a conflict. Also, that doesn’t seem like much of a punishment, does it?

I am not a theologian, if there is one out there who would like to chime in, please do. But, to me the answer to your question is found in how you answer a couple of questions, Jack. Do you believe in angels? What are angels?
